The Metro South East (MSE) which includes Khayelitsha, Mitchell’s Plain and the broader Cape Flats area could be benefit from the expansion of the MyCiTi bus system from as early as 2014. The MSE which according to the City of Cape Town is responsible for the majority of total public transport activity in the metro area, will receive several “critical” public transport links to aid the current levels of congestion, and under-capacity of existing Metrorail services. The July 2011 MyCiTi progress report states that years of planning, research and investigation have identified critical missing transport links in the public transport system serving the MSE which could be served by BRT. It addition, it states that while rail will remain the backbone of the public transport system, the intention is to ensure that “missing” transport links from the MSE to North and West of the Metropolitan region are served, supplemented by a CBD express service. The N2 express service will likely only be an interim service, while PRASA and Metrorail are in the process of planning for the modernization and upgrade of rail fleet and infrastructure on the MSE to CBD route.
Based on current proposals, Phase 2A will include the current routes or corridors:
- MSE to the Wynberg and Claremont areas
- An N2 corridor which includes an N2 express, Main Road route and the controversial Klipfontein corridor
- MSE to Symphony Way
- MSE to the West Coast via Nigeria Way and Jan Smuts Drive
The lack of capacity and perceived safety and security concerns by passengers on the rail system has seen passengers moving from rail to both bus and mini-bus taxi services. It is therefore planned to offset this congestion and demand by introducing the N2 express service from as early as April 2014. The delivery of infrastructure and services for this route, including procurement, will form part of the broader MyCiTi masterplan to ensure that no unnecessary expenditure or duplication of public transport services occurs. Further investigation of these early conceptual proposals, is dependent on the appointment of consultants, who will look into detailed aspects such as feasibility and the exact alignment of routes.
