Conradie Hospital Site : Call for developers

The Western Cape Government is invited interested and suitably experienced Property Developers to submit their proposals for to develop the 22 hectare former Conradie Hospital site into an integrated, sustainable, and affordable residentially-led, mixed-use neighbourhood. The developer will be expected to deliver the full development over a 5 to 7 year period.

DEVELOPMENT FEATURES

Floor Space

Up to 350,000 m2

Phase 1 maximum Floor Space of 128,100 m2

Phase 2 maximum Floor Space 121,000m2.

Further development of Floor Space is subject to application for approval of City’s Director: Development Management.

Total Site

22,1 Ha

Housing 

Maximum of 3605 Units : 49% subsidised rental and ownership + 51% open market. Grant funded housing must comprise :

  • 70% Social Housing; and
  • maximum of 10% Rent-to-buy with the balance comprising FLISP

Sum of Non-residential Floor Space less than 20% of Total

Parking

Minimum 0,5 parking bays per residential unit and 4 bays per 100m2 for retail and office uses. Up to 90% of retail and office bays may be shared with residential.

Other requirements :

  • 5.7 ha of Private Open Space + Other Facilities comprising : A sports centre and field, a community hall and at least two, affordable, private schools
  • NMT (Cycle and pedestrian) link from Site, across Elsieskraal River canal to and down Odin Drive up to Viking Way and along Forest Drive to Mutual and Thornton Stations

  • Bridge and road connection between Forest Drive Extension and Voortrekker Road, through Maitland Cemetery

Infrastructure Phasing

conradieIt is proposed that the Project be delivered over at least two phases, which may run sequentially or with some degree of parallel development, depending on agreements reached with the City of Cape Town. The possible development yields have been illustrated in the table below.
