How can private property developers be incentivised to add well-located, below-market rate housing to their developments?

The 80:20 Inclusionary Housing Model, known as the 80:20 Model is the first of its kind in South Africa, which grants private property developers 1 sqm of additional bulk rights for every 1 sqm allocated to more affordable units. FORTY ON L is a pilot project by Blok which uses this model and plans to add and integrate more-affordable apartments for first-time buyers to the already planned open market development. This is unprecedented in 2 decades in the Cape Town city centre, and they will be sold at 30-50% less than the market value.
